X-Gunner is a Decepticon from the Robot Masters portion of the Generation 1 continuity family.
Please disregard the rocket. I'll just punch you instead.

X-Gunner (イクスガンナー Ikusuganā) is one obsessed dude. He's obsessed with combat. He's obsessed with being the very best in combat. As such, he's obsessed with constantly upgrading his body and weapon systems. And to that end, he has become obsessed with the Autobot Cyberjet Delta Seeker. X-Gunner longs to smash Delta into the ground and wrench his "Gauntlet Frame" missile launcher from the Autobot's arm socket, using it to upgrade his own Gauntlet Frame.

There can be only one.

Starscream, Wingstun and X-Gunner approached the patrolling Autobots Optimus Primal, R-Blade and Delta Seeker, and apparently wanted to have a test of air-speed. Leaving Optimus in their wake, the five jet-form Transformers took off, with the Decepticons ahead. R-Blade used a special spinning technique to get ahead of the Decepticons and generated a smokescreen, giving Delta Seeker the chance to knock all three out of the sky.

A redeco of the Generation 2 Cyberjet Space Case mold, X-Gunner transforms into a forward-swept-wing fighter jet resembling a Sukhoi Su-47 Berkut. In both modes, he has a pressure-launch missile launcher. Unlike the other Cyberjet molds, he actually has two "normal" robot mode hands, rather than his whole right forearm being taken up with the "Gauntlet Frame" launcher. He was available only in a two-pack with the Autobot Delta Seeker.

His jet mode somewhat resembles the G.I. Joe vehicle Conquest X-30, which is not only based on the same fighter jet, but also has a gray body, striped lines along it's side and carries yellow missiles.

This mold was also used to make the Generation 2 incarnation of the former Technobot Strafe, the Generation 2 former Decepticon Strafe, as well as the Universe version of Space Case.
