When a group of Autobots led by Optimus Prime tussled with a Decepticon force led by Megatron, in the Northwestern Territories, they fell through ice to lower ground. Hovering overhead in a helicopter, Hallo ordered Operation Clean-Up to commence, after which the helicopter dropped a missile on the Transformers. Prime Directive #3 The Transformers were able to survive, thanks to the cyber-virus, released by Megatron prior, absorbing most of the blast.
At the Pentagon, Hallo ordered all records of Operation Clean-Up wiped. Prime Directive #4
