- Decepticon Imperial Headquarters is a Decepticon organization from the Marvel portion of the Generation 1 continuity family.
The Decepticon Imperial Headquarters is, as the name suggests, the headquarters of the Decepticon Empire. It might be the same thing as the Decepticon royal palace.
As for the Decepticons occupying the headquarters, what link they have with the ruling Triumverate, the Decepticon High Council or Decepticon High Command is unknown. Any or all of them may overlap with the Decepticon Imperial Headquarters.
