The Conclave is a Decepticon group from the IDW portion of the Generation 1 continuity family.

The Conclave is a group of high-ranking Decepticons, seemingly second only to Megatron himself.

Either Megatron or one of the Conclave had to be present for the ceremony involved with becoming a Decepticon.
