Scissor Boy is an Insectron from the Beast Wars II portion of the Generation 1 continuity family.
Scissors beats rock!

The youngest member of the Insectrons, Scissor Boy is very talkative and quick-witted. He is good friends with the Maximal Tasmania Kid and spends much of his time hanging out with him.
