Ten-of-Twelve is a member of the Functionist Council, where he fills the role of "Evaluator".

IDW Generation 1 continuity
In the alternate timeline created by Brainstorm's time travelling, all of Cybertron was under the control of the Functionist Council. Following the sale of Luna 2 to the Black Box Consortia, the now-redundant Primal Vanguard were brought back to Cybertron and so Ten-of-Twelve oversaw an operation to replace their eyes with cameras, making them the first of the Council's total surveillance agents.
