IDW Generation 1 continuity
The Decepticons cornered the Autobots in Poverty Flat after Prime had ordered a retreat from the battle against the EDC-Decepticon alliance. The Decepticons however were unable to transform into robot mode- a fact Prowl exploited by merging with the Constructicons to form Devastator. Detonation Boulevard The two factions continued to battle in the town until the EDC detonated the "Mind Bomb" to disable the Decepticons—an act that caused both sides to retreat from the scene.
