An Agonizing Rehabilitation Chamber is a device from the Shattered Glass continuity family.

When there's punishment for misbehavior that needs to be doled out, and sending the victim to Ratchet just won't suffice, the Autobot leaders use the Agonizing Rehabilitation Chambers to keep the troops in line.

When Optimus Prime found out that not only had Blurr and Rodimus failed to recapture Grimlock, but the Dinobot in question could now think for himself and refused to be obedient, Prime wanted to send everyone to the Chambers.
