Wingstun is a Decepticon from the Robotmasters portion of the Generation 1 continuity family.
No, not Zeddemore.

Wingstun (ウィングスタン Wingusutan) has been assigned to keep tabs on energy management among the Decepticon forces. It is perhaps because of this aptitude that he has become the most proficient of the team in handling the energies of the solitarium-powered Arsenal Force mega-weapon.

His practicality manifests itself in another way; Wingstun specializes in striking from enemies' blind spots, incapacitating them with minimal effort and wasted ammo. He seems to be friends with Wrecker Hook, despite Wrecker's occasional wasteful berserker outbursts.

Fiction

Robotmasters

Robotmasters is explicitly placed in the Japanese cartoon continuity by Takara's 2007 Transformers timeline. However, none of the individual pieces of Robotmasters fiction tells the story of the line in its entirety, and each of them relate certain events in notably different ways. Precisely which of the them—covered individually below—should be considered the canon one for the cartoon timeline is unknown. Most likely, it's a little of everything.

Wingstun was part of a contingent of Decepticons led by Beast Megatron against the Autobots in pursuit of solitarium. The Decepticon army proved to be too much for Optimus Prime till Optimus Primal arrived through the Blasty Zone to assist. The New Battle Begins!

Wingstun was part of Starscream's Decepticon forces on Earth after Megatron's disappearance. At their underwater base, Starscream was challenged by another Megatron, from another time. Furious at the gall of this Beast Megatron, Starscream sent Air Hunter and Wingstun out of the room so the would-be usurper could be dealt with personally. Unlike Air Hunter, Wingstun was unsure about Starscream's capabilities, which was soon proven as Beast Megatron soundly defeated Starscream and declared himself Decepticon leader. The Usurper Decepticon Takes Control Along with Wrecker Hook, Psycho-Orb, and Air Hunter, Wingstun was later selected as one of the recipients of the Arsenal Force weapons Starscream forged in a bid against Beast Megatron. Working under Straxus at Darkmount, Wingstun was part of a training exercise for his commander's experiment and would-be assassin, Convobat. Cybertron Convobat prequel comic Soon after Convobat escaped Straxus's clutches, Darkmount came under attack by Magna Convoy. A redeco of the Machine Wars Skywarp/Thundercracker mold, Wingstun transforms from a Dassault Rafale fighter jet to robot mode with a single-step, spring-loaded transformation. The two halves of his "Ambush Hit" firearm store in his lower legs in jet mode.
Unique to this version of the mold is the clear-plastic solitarium weapon "Jamming Trident", which can combine with the other Decepticons' solitarium weapons to form the mega-weapon Arsenal Force.
This mold was also used to make Beast Wars II Dirge, Robots in Disguise (2001) Skyfire, and Timelines Waspinator.
