As the population of Cybertron grew and the planet faced an unprecedented energy crisis, the reign of the Overlords was becoming untenable and the once-unified society began to fragment into a number of competing city-states. Some of these city-states possessed photon missiles, weapons of mass destruction that were seen as the "ultimate deterrent" against rival territories slipping into open war.
