9K is a Maximal from the Beast Era portion of the Generation 1 continuity family.
The axe, I get... but where'd he get that shield from?

9K is a captain in the highly-trained Maximal Command Security Force. His job is to uphold the will of the Maximal Imperium on Cybertron in the name of the Pax Cybertronia. A highly-decorated officer, he prefers to stay in the field with his troops despite his high rank. His skill with energon weapons makes him a dangerous opponent.[1]

Fiction

Theft of the Golden Disk

After a Predacon defeated three Maximal cops, 9K had a one-to-one combat with him. It seems 9K was defeated, too but survived since he was there when Cryotek was arrested. Theft of the Golden Disk

Beast Wars: Uprising

9K was a communications officer in the Maximal Command Security Force. He became part of the independent Maximal Nation when the MCSF seceded from the Builders' control during the Grand Uprising. When the Vehicon Apocalypse began, he worked under Aura's command as the proto-races marched on Nova Cronum. Derailment

Notes

  • 9K—like all of the MCSF—uses the Cybertron-series Clocker toy as a base, though no official 9K toy exists (and probably never will). His color scheme (and name) is based on the Beast Wars Maximal K-9, though they appear to be two separate characters. Litter-mates, perhaps?
  • Names for the Maximal Command Security Force were originally revealed by user icons of the characters in the Transformers Collectors' Club forum and profiles from within the fanclub magazine.
