Decepticon High Command represents the upper echelon of the Decepticon army prior to the Ark's launch, and Megatron's most elite commanders.[1]

Marvel The Transformers comics
After Megatron disappeared on Earth, the War-Lord Trannis took control of the Decepticon army. Trannis conquered most of Cybertron and destroyed Iacon, forcing the Autobots underground. In time Trannis grew complacent and some Decepticons had the opinion that he was insufficiently aggressive. The Decepticon High Command made plans to oust him, but the Wreckers beat them to it when they assassinated him. Cybertron: The Middle Years!
