Stormblast doesn't actually summon a thunderstorm. It just simulates one.

Splinter can be created at the Pig Lab in Hogs Head Mountain with the above recipe, though it's a bit of a roulette spin to actually earn it. You may get Coins, Materials, or Gems instead.
