The Crisis Intervention Accord is a treaty from the Dreamwave portion of the Generation 1 continuity family

The Crisis Intervention Accord was a treaty which rendered the Combiners non-aligned. If only they had made that before Scramble City was made.

Fiction

Dreamwave continuity

With the Constructicons creation of mass intellect, and arms race between the Autobots and the Decepticons soon started to build a superior number of combiner forces. However, after Optimus Prime and Megatron disappeared, the two armies fractured into disunited factions. Given how destructive Combiners were, and to halt the arms race, the six factions agreed to declare the Special Teams non-aligned, among other things, with the signing of the Crisis Intervention Accord. They could be neutral as a group, or active as individuals. The Autobots, the Decepticons, the Predacons, the Lightning Strike Coalition played by the rules.

However, the Wreckers and the Ultracons were rather flagrant in their violations of the treaty when it surved their purpose. Although the Wreckers didn't get a Special Team to join them, Ratbat lured the Constructicons over to the Ultracons. It's unknown what reprecussions Ratbat suffered. The Dark Ages
