This was due to the fact that "The Transformers The Movie Adaptation" was printed but not in a stand-alone release or mini-series but in the regular series despite not fitting at all. And they felt killing off Optimus twice was too much so they skipped the comic storyline.
 
The series resumed with issue #24. And thus the publisher had to explain several times in the introduction page what happened in those omitted issues.  
 
Additionally to fill the issues The Transformers Universe Profiles were printed in the regular series and even a few issues from the UK comic were printed as well.
 
Of further note is that in the earlier issues Optimus Prime went by the name Jetfire.

Junior Press was a Dutch publisher of comic books that is located in The Netherlands. It printed The Transformers comic book series up until On the Edge of Extinction!. They also Printed The Headmasters as a stand-alone comic which was given out for free at toy-stores.
