Wind Sheer is a Decepticon Cyberjet from the Japanese cartoon portion of the Generation 1 continuity family (via the 2003 Universe toyline).
That looks extremely painful.

Though a Decepticon, Wind Sheer specializes in photographic intelligence rather than fighting.

Wind Sheer hailed from Primax 713.31 Gamma. Ask Vector Prime, 2015/09/02 Originally designed for photographic intelligence, Wind Sheer served the Decepticon cause for thousands of years in that capacity before tiring of carnage and dedicating himself to documenting the war. When he and his fellow Cyberjets were summoned to the past from the Metrowars, Primus plucked him from the Blastizone to serve as a Child of Primus.
