Hardtop is a Decepticon from the EarthSpark continuity family.
Hardtop and his brother Swindle are professional mischief makers. In their criminal duo, Hardtop is the muscle, being excellent at tracking and shooting...though he lacks the lugnuts to attack his former leader on his own accord, unlike how he does to pretty much any Autobot or Human.
