Mandroid is a human from the EarthSpark continuity family.
Doofenshmirtz Evil Incorporated!

Dr. Meridian, also known as Mandroid (not to his face), is a scientist who served in the Autobot-Decepticon war on Earth.. After losing his right arm during the conflict, he gained a new hatred against the entire Cybertronian species. Now with a twisted new mindset, he seeks to become the protector of Earth and its inhabitants he believes they need, through the annihilation of all Cybertronians. In order to accomplish this mission, he decides it's necessary to become more like them; even if he must sacrifice his mind and body in the process.

I, Dr. Meridian will rid this planet from your invasive species.
