Scattor is a Mini-Con from the Armada portion of the Unicron Trilogy continuity family.

The leader of the Night Attack Mini-Con Team, Scattor is extremely confident in his team's abilities in combat under any conditions, though when it comes to night operations, there's not one iota of doubt in his mind. Though Scattor has resisted officially joining either side of the Autobot-Decepticon war, his record clearly shows a bent towards the Decepticon philosophy; over the centuries, Scattor has acquired warrants for war crimes across numerous systems. He's very good at his job.

A redeco of the Land Military Mini-Con Team's Bonecrusher, Scattor transforms into a truck with a pressure-launch missile-launcher boom. This launcher becomes his right arm in robot mode.
This mold was also used to make Cybertron Thunderblast.
In Japan, this coloration was used as the "Night Attack" version of Bonecrusher, not as a new character.

Energon

An unaltered version of the Night Attack Mini-Con Team was released as part of an Energon-series "Mini-Con 6-pack" with an unaltered version of the original-deco Destruction Team (yet still called by the "Road Wrecker" name).
This pack was a shared exclusive to both Toys"R"Us and Walmart stores in the US.
