Fullspeed is a Mini-Con from the Armada portion of the Unicron Trilogy continuity family.
SURGE!

Fullspeed is one of many power-enhancing Mini-Cons scattered across Earth. Almost identical to his fellow Gold Mini-Con Team member Slipstream, when Powerlinxed to a larger Transformer, Fullspeed supercharges that Transformer's system, allowing for quick bursts of incredible speed. This ability can be combined with Slipstream's glider-pack for increased aerial maneuverability.

Transformers (PS2)

Fullspeed's Mini-Con storage panel was discovered on Megatron's Pacific Island base. Following the defeat of Megatron, he and the other Mini-Cons returned to Cybertron and helped form the Matrix Cannon, Nemesis Shield, and Vanguard Booster, giving the Autobots the power needed to destroy Unicron.
