The Badgeless are the elite division of the Cybertronian Security Force who serve as Starscream's secret police.
Fiction
2005 IDW continuity

Starscream formed the Badgeless to maintain order among the population of Metroplex. With their identities masked by identical color schemes and face-concealing helmets, the Badgeless were able to keep the peace while remaining safe from public aggression. Windblade vol. 1 #3
When Swindle and Menasor traveled through Metroplex's spacebridge to rampage on Caminus, Starscream deployed a squad of aerial Badgeless officers to stop them. Though they had little success against the combiner until Superion arrived, one Badgeless officer successfully apprehended Swindle for Starscream's secret agenda. The Sum and Its Parts Possibly the same officer or another one was on duty as Swindle was incarcerated in Starscream's secret prison on Cybertron. The Possible Light
After Optimus Maximus helped to quell Devastator and Menasor's rampage, he willingly separated into his component 'bots. Several Badgeless officers then took Prowl into custody. All That Remains
When a riot nearly broke out between Decepticons and Camiens over the Decepticons' use of energy from Metroplex, Windblade urged Chromia to settle things peacefully before the Badgeless could arrive. Later, two Badgeless officers were on duty guarding Metroplex's spacebridge chamber. They refused access to Windblade's party, citing the need for official permission from Starscream, but Rattrap arrived and used his authority (behind Starscream's back) to get Windblade's party in so that they could travel to Velocitron. Windblade vol. 2 #4
A Badgeless was guarding the Enigma of Combination with Ironhide. Chromia arrived to replace Ironhide for a shift, and shortly after, the officer was knocked out by Arcee. Chromia eventually returned with the Enigma and woke the guard, telling him that she drove off the attacker. When he wanted to report the incident to Starscream, Chromia pointed out how it would look bad for the guard if he did. An Uneventful Night
One hapless Badgeless tried to take prisoners at a Decepticon bar but Arcee took him hostage before the situation could blow up. She visited Starscream, warning him that the secret police would only undermine his society and could not be trusted to be loyal to him. The Badgeless was, in fact, loyal, but Arcee butchered him in front of Starscream anyway. The Transgressors
While Starscream attempted to awe Elita One by listing off some of his accomplishments, a pair of "Badgeless" were shown flanking him, representing his grip over Cybertron. The Will of the Few
You can see why the surviving Badgeless celebrated Chosen One Day by giving thanks they weren't dead! Choose Me
When Strafe, Swift, and Barricade went on a mission into the wilderness, the Dinobots (hired as their muscle) snitched on them to the Badgeless. Slug was pretty sure the three would all be killed on sight. When he learned the mission was to plant new sparks in Alyon, Slug dropped the scam and led the Dinobots in killing the Badgeless before they could see the other three. The Badgeless would make a further attack but fail once more. Being cop killers would mean the Dinobots could never return to Metroplex and Swift had to pretend they'd kidnapped her when the Badgeless's reinforcements showed up. Redemption

Blast Off managed to acquire some illegally-obtained Badgeless equipment, successfully disguising himself as one of them by abusing their anonymity. Following this, he ambushed one from a dark alley and assumed their identity.
