In [[New York City]], Megatron and Bombshell look at the new [[space bridge]] that Bombshell built. Megatron says that this is the first of many, and that soon, they will stretch out and cover the galaxy, granting the [[Decepticon]]s unlimited access to anything they desired. Megatron is pleased that Bombshell proved himself well. Megatron says that the new order will begin, saying that gaining the technology from [[Sixshot]] was one thing, but to take the building of the space bridge to another level was impressive. Bombshell says that he lives to serve Megatron, but Megatron says that Bombshell seemed to take greater joy in his work. Bombshell tells Megatron about experimenting on [[Hunter O'Nion]], and Megatron says that was the reason he was built, because of the potential of a organic-Cybertronian hybrid, something that [[Scorponok (G1)|Scorponok]] didn't see. Bombshell agrees, saying that the humans' minds were crude, yet simultaneously fascinating, using the combination of a human and [[Sunstreaker (G1)|an Autobot]] to create an effective hub to be used once to deactivate the [[Autobot]]s' defenses only once. Megatron tells Bombshell that his genius was required and needed, but something that Megatron knew would pose a threat. As the rest of the Decepticons arrive, Megatron says that he may have created Bombshell, but he sees all. And so it begins...

Prowl says that he finished calculating six thousand possible outcomes based on their current strategy and overall battle readiness, and came up with seven instances for success. Jazz tells Prowl to keep the figures to himself. Inside the hideout, Optimus Prime and Ironhide have a short talk. Ironhide says that he didn't tell them about the Matrix, and admits that Prime was the greatest bot he ever knew. Optimus is glad, considering that Ironhide hated him at first. Ironhide tries to deny it, but admits it anyways. When they go outside, Kup tells Prime that they're ready to fight, and tells him that the Swarm is approaching. Tracks asks Prime if he's scared, but he says that he'd rather face this out than one of Kup's training drills. Then, the Swarm arrive en mass, and the fight for survival begins.

On Earth, Megatron gets electrified by Shrapnel, as Starscream tells him that he was stalling ever since they beat the Autobots, and as a result, the Decepticons became lost and directionless. But Megatron shakes off the assault and easily dispatches Shrapnel and Kickback, saying that he waited for Starscream to make his choice. Megatron tells Starscream that he had been using Soundwave and his spies to see what side Starscream would choose. Starscream retorts, saying that side was the Decepticons, not '''his'''. Starscream goes on to say that he once idolized Megatron, looked up to him as a symbol, and taught them that they didn't have to accept what they had been given, and that they deserved more. The Decepticons were taught by Megatron to challenge the old order, to fight and take what they wanted from a world that rewarded the weak, then they were led to a war without end.

Megatron fires back, saying he did what was required to win, and that he understood what it took to build the kind of army he wanted. Unlike Starscream, Megatron has the mind of a warrior, then asks how many Decepticons Starscream rallied to challenge him besides the Insecticons. After saying that Starscream's appeal applied to his logic of crafting smart arguments for intellects, Megatron declares that Staracream has failed, and that none of the Decepticons will join him, but Starscream questions this, to which Megatron turns around and sees the [[Constructicon (G1)|Constructicons]] surrounding him. Scrapper declares "All Hail Megatron", just as they combine into Devastator...

With the help of his blaster-arm, the Autobots are able to clear a perimeter around themselves.  Omega tells them he had gotten their message, which Hot Rod proudly realizes must have been his own. Prowl says he had heard that none of the remaining Autobots survived the outpost massacres, but Omega says that not all have died.  Prowl, incredulous, asks how he survived, given that the Decepticons would have targeted him, but Omega tells him that he ''is'' Omega Supreme.  Optimus orders Omega to transform and take them to Earth.

Optimus orders Omega to transform and take them out of Cybertron. Kup asks if they're going to look for Autobot survivors, but Prime says no; they're heading back to Earth.
On that planet, Devastator pounds Megatron with his gigantic fist, but Megatron lets loose with his cannon and shrugs off the blows. He demands that Devastator fight with all of his power, that he take what he wants if he really wants it. As Devastator gets Megatron in his grip and Megatron continues to fire, their fight is suddenly interrupted by the arrival of [[European Union]] fighter jets.

The Decepticons turn against each other.

Synopsis

In New York City, Megatron and Bombshell look at the new space bridge that Bombshell built. Megatron says that there will soon be many more stretching across the galaxy, granting the Decepticons access to all they desire.   • The end of the issue parallels the end of Devastation, with the Decepticons interrupted while arguing by a human-led air attack.
  • Europe appears to be planning an airborne nuclear strike, which would mean France is doing the dirty deed. Despite that, there are no Dassault Mirage 2000Ns on display. In the next issue, it is revealed that the nuclear bomber is lagging behind the fighter-jet squadron; in fact, it's not even a jet at all, but rather a propeller-driven aircraft.
  • Emiliano Santalucia drew the parts of the story with the Autobots on Cybertron. Guido Guidi drew the parts about the Decepticons on Earth.
  • James Brown did the colors for pages 14–18, giving Josh Burcham a well-earned break after doing the coloring for All Hail Megatron pretty much unaided.
  • This is the first All Hail Megatron issue with only two regular covers and no RI cover. Tut tut.
