Hotspark is an Autobot Sparkdash from the Masterforce portion of the Generation 1 continuity family.
At least they didn't name him "Hotflash".

Hotspark (ホットスパーク Hottosupāku) is the fastest of the Autobot Sparkdash, capable of moving nearly as fast as the Godmaster Lightfoot thanks to his reinforced engine. Once he has an enemy in his sights, he will always, always stay on their trail. Once he's zipped by them, he uses his "Fire Skid" attack, transforming to robot mode and shooting flames from his feet, leaving a trail of fire that incinerates the 'bot he just blew by.

Not so much a "ha ha" funny car, more of a "hmm" funny car.

A redeco of the Sparkabot Sizzle, Hotspark transforms into a "funny car" of indeterminate model. By pushing him forward in car mode, "cold" sparks shoot from his back end thanks to a friction-motor that also propels him forward once released.
