Horri-Bull is a Decepticon Headmaster from the Generation 1 continuity family.

Galvatron noted that their new Headmasters would give the Decepticons "more brainpower than ever." Small Headmasters Commercial Given that it's Galvatron who said it, the utterly ludicrous nature of this comment can just be explained as him being particularly crazy that day.
