The Starscream clone is a Decepticon drone from the Generation 1 continuity family.
Incompetence breeds incompetence.

In order to convince the Autobots that his Optimus Prime clone was the real deal, Megatron fabricated a second remote-controlled drone: the Starscream clone. Like the other, it has no mind of its own, but is under direct control of whomever wears its control helmet, which was Starscream himself for the short time of the clone's existence.

Due to the real Optimus Prime's return, Megatron was forced to actually put some effort into tricking the Autobots to take orders from his Optimus Prime clone. For this purpose, he had a second clone created out of the clone synthesizer, this one of his "trusted officer" Starscream. The plan was that the Starscream clone would engage the Optimus Prime clone in battle and be destroyed by him. Because the Autobots would reason a Decepticon-creation would never destroy the Decepticon's second-in-command, that was supposed to make them believe the clone was their leader.
