The Conclave is a Decepticon group from the IDW portion of the Generation 1 continuity family.

The Conclave is a group of high-ranking Decepticons, seemingly second only to Megatron himself.

Either Megatron or one of the Conclave had to be present for the ceremony involved with becoming a Decepticon. Life After the Big Bang Tarn speculated that Black Shadow could have been a member of the Conclave if he hadn't betrayed the Decepticons. Rules of Disengagement The Secret Service officer Banzaitron kept files on all Decepticons, including members of the Conclave. Who's Afraid of the DJD?
