The "Full Throttle Scramble Power!" mail-away special was a booklet containing a 30-page manga as well as several bios on the various Scramble City combiners.
The overall plot follows Toru, his partner Jenny and the Autobots as they struggle to keep the Decepticons and their horde of combiners from laying waste to the Earth with their newest weapon, the Omega Whip. At one point, Toru, Jenny and Hound are kidnapped by Megatron but manage to escape after Jenny attaches a remote control unit to Starscream and forces him to wreck the Decepticon headquarters.
There have been many mail-away manga specials throughout the lifespan of the Transformers franchise. However, "Full Throttle Scramble Power!" was the very first.
