Two-Headed Shockwave was built by KSI, presumably from the remains of One-Headed Shockwave, who had been slain by Optimus Prime in the Battle of Chicago. After Galvatron took over KSI, Two-Head was among those he sent to capture the Seed in Hong Kong in order to cyberform the Earth.
