The neuro-control helmet appeared exclusively in the UK portion of the Marvel Comics continuity.
As part of a deal with Wheeljack for the technology that built Jetfire so that Wheeljack could repair his injured comrades, Ravage gave the Autobot the neuro-control helmet so that Jetfire could be brainwashed back to the Decepticon cause.
