The Mercenaries are, well, mercenaries from the Age of Extinction portion of the live-action film series continuity family

"We're the guardians of the galaxy."

Lockdown has a big ship, and thus needs someone to run things on board his ship. Thankfully he has an army of faceless crew members. Literally faceless, these mercenaries hang around Lockdown, his Steeljaws, and the Stupid Drones, and generally get shot at.

Multiple mercenaries were present when Harold Attinger requested an audience with Lockdown. Several more on board Lockdown's ship, and several were killed by Cade Yeager when he discovered a Transformer gun. A few more listened to Lockdown plan his return to Earth. Age of Extinction

Rise of the Dark Spark

Lockdown's Mercenaries are one of the many enemies seen in the game. In the game Lockdown has hired multiple brutes to help him protect the Dark Spark. One is seen attacking Bumblebee and Drift.
