When a traffic jam occurred on the Hydra Loop, Rattrap and Starscream told Rook that it was the result of construction on the Turbo-Span Bridge. Rattrap had sent a crew to fix the glaringly peeling paint on the bridge. Rook thought that the delay was yet another sign that Rattrap was not a trustworthy government official.
