Zoom Out is a Decepticon Builder from the Beast Wars: Uprising portion of the Generation 1 continuity family.

Long ago, Zoom Out was once a Decepticon soldier in the Great War. Now his body is barely functional, and the only source of fulfillment he can get is watching his descendents the Predacons fight to the death against Maximals in the rigged Games. He's about twice the size of Eject, dark gray in color and has a monocle over one eye.

When Lio Convoy walked past them on his way to speak to his superior, Zoom Out paid no attention to Lio Convoy though Slog gave the Maximal a hateful glower.
