So here's the reason I've migrated all these (and all the links following them) over to merchandise - other non-transforming representations of Transforming characters (not specifically representing Action Masters) are under merch - not just small candy toy figures, but adult-targeted collectibles such as Revoltech and Flame Toys. Given how Generations has been more of an overarching catchall theme for all Hasbro's nostalgia targeted range, rather than one specific line of toys, I'd argue it's become more similar to a series title than anything else, and you don't call everything a toy just because it was released under, say, the Rescue Bots line.
