The Maximal Elders were the leaders of Cybertron during the Beast Wars era of the Generation 1 continuity.

Not much is know conclussively about the Maximal Elders, including who the members are and how many exist. The Tripredicus Council is accused of kissing their skid-plates. They apparently keep a tight hold on any and all information regarding the Great War and Earth, restricting access to it from the general populance. (The Predacon's conversly have no such restrictions.) They have also made the area of space around planet Earth off limits, for unknown reasons.

Trivia
As the members Tripredacus toy was made into the leading Predacon body, many fans have assumed that it's counterpart Magnaboss may fill the same role for the Maximals. The fact that its three components have the names of Generation 1 Autobots (and are hence well suited to be "elders") has likely helped this. As of now this has never been substantiated in any official media but signs point to IDW's (as yet unsolicited) unreleased Beast Wars character guide making it official.
