Wind Sheer is a Decepticon Cyberjet from the Generation 1 continuity family (via the 2003 Universe toyline).
That looks extremely painful.

Though a Decepticon, Wind Sheer specializes in photographic intelligence rather than fighting.

Wind Sheer hailed from Primax 209.20 Gamma. Originally designed for photographic intelligence, Wind Sheer served the Decepticon cause for thousands of years in that capacity before tiring of carnage and dedicating himself to documenting the war. When he and his fellow Cyberjets were summoned to the past from the Metrowars, Primus plucked him from the Blasty Zone to serve as a Child of Primus. Despite their differing allegiances, Wind Sheer and Rook became friends. Ask Vector Prime

A redeco of the Generation 2 Cyberjet Hooligan mold, Wind Sheer transforms into a "Navalized" Lockheed-Martin YF-22 Raptor swing-wing fighter jet. In both modes, he has a pressure-launch missile launcher. He was available only in a Deluxe-level two-pack with the Autobot Air Raid, and shared three missiles between the two toys.
This mold was also used to make Generation 2 Jetfire, Robotmasters R-Blade, and "Descent into Evil" Ricochet.
