Ratbat is a Decepticon Transcendent Technomorph from the TransTech continuity.

Senator Ratbat couldn't care less about whether the Senate's actions are moral, focusing entirely on whether their actions are against the established law. Though Commander Megatron routinely subverts the law, Ratbat can be persuaded to act on his behalf. If upholding the law precludes a desired outcome, then perhaps an investigative committee can be assembled that will find a way to lawfully ignore the law.

Ratbat was called secretly to Shockwave's lab, where he and Megatron had abducted a powerful outworlder named Breakaway. He was outraged at the apparent abuses of policy and of the possibility of more abuses to come, until he was informed of the great advances in technology that could be gained if Shockwave proceeded.
