Tele-Vipers are soldiers in the Cobra ground force. They specialize in communication; both disrupting it in Cobra's enemies, and maintaining it within their own ranks.

Marvel Generation 2 comics
Tele-Vipers were among the Cobra troops at the Silent Castle. When Scarlett and Doctor Biggles-Jones went into the castle's secret passageways in pursuit of Destro and the Baroness, two Tele-Vipers followed. The two mooks triggered a booby trap left by Destro and violently died in the resulting explosion.
Other Tele-Vipers tried to act with Cobra Vipers in stopping Destro and the Baroness from escaping the castle, but they were unsuccessful. Unfoldings!
A Tele-Viper accompanied Cobra Commander to Milleville. There, he alerted his leader to a jammed call from the Cobra Eels in the Milleville sewers.
