Functionaries are Transformers from the IDW portion of the Generation 1 continuity family.

The Functionaries are the enforcers of the Functionist Council's laws.

IDW Generation 1 continuity

A moderate Functionary gave Whirl permission to quit the Aerial Corps and become a watchmaker. When the Council found out, they dispatched the Heavies to destroy Whirl's workshop. Stet

The Functionist Universe

In an alternate timeline, the Functionist Council were the sole rulers of Cybertron. Upon his return to the planet after two million years of service in the Primal Vanguard, Minimus Ambus was questioned by a Functionary who demanded to see his alt mode and who forcibly examined his transformation cog. This inspection was interrupted by a Lunabot trying to escape the latest mass recall and so the Functionary joined one of his colleagues in gunning down the rogue Transformer, rendering him obsolescent the old-fashioned way.

Later, Ambus and Rewind watched a broadcast of Functionaries brutally suppressing a protest and killing a female protester who tore out her own transformation cog. The Custom-Made Now

When the dimensionaly displaced Team Rodimus arrived on Functionst Universe Cybertron, they were almost immediately greeted by a group of Functionaries who were accompanyed by Twelve-of-Twelve as they transported a group of Anti-Vocationist prisoners to The Cog. Some Other Cybertron Having assumed Rodimus' crew were in league with the Anti-Vocationists, Twelve-of-Twelve had the Functionaries place them under arrest. Assuming it was alive, one of the Functionaries demanded that the teleporter that brought them there transform but blew it away without a second thought when Ratchet informed him it was just a machine. As they paraded the prisoners through a crowd, two of the Functionaries were taken out by a grenade exploding at their feet, Clicker and his group of Anti-Vocationists having arrived to free their captive comrades. The grenade proved to be a lucky shot, as the Anti-Vocationists were no match for the Functionaries one-on-one. However, once Megatron freed himself and his allies, the tides of battle began to turn against the Functionaries, those among them who weren't killed making their retreat after Twelve-of-Twelve teleported away from the battle.
