Major Bludd is a Cobra-aligned human from the G.I. Joe portion of the Generation 1 continuity family.
He's just seen what his outfit looks like.

It's hard to tell which are more horrific: Major Sebastian Bludd's crimes against humanity, or his crimes against poetry. The possessor of a keen military mind, this avaricious Australian has committed atrocities across the globe, leaving widows, orphans, and his terrible verse in his wake.

G.I. Joe vs. the Transformers

Major Bludd participated in Cobra's first major public action, a Battle Android Trooper attack on Washington, D.C.. G.I. Joe vs. the Transformers #1 Later, he, Doctor Mindbender, and the Baroness greeted Destro and his Iron Grenadiers on their arrival to Cobra Island. Bludd suspected that the Baroness was particularly happy to see the arms dealer. G.I. Joe vs. the Transformers #2 When the Transformers Cobra had enslaved regained their free will, Bludd attempted to flee the island in a Rattler—unfortunately for him, however, the aircraft he chose was actually Skywarp, who transformed and presumably mangled Bludd to death. Transformers/G.I. Joe

In 1938, Major Bludd led a Cobra assault on the ancient temples of the Fera Islands, on orders from Cobra Commander to retrieve a supposed "ultimate weapon". After mercilessly dealing with the monks guarding the treasure—a glowing blue orb—Bludd tried to take it, only to accidentally awaken Megatron. All whilst shaking with fear, the major answered Megatron's questions regarding humanity and Cobra's thirst for power. The Line

One year later, after using the Decepticons to conquer much of Europe, Cobra's base on the Fera Islands was attacked by G.I. Joe. As the enemy got closer, Cobra Commander ordered Major Bludd to use Cobra's prisoners as human shields. Trenches When Lady Jaye snuck past their defenses, Bludd and the Dreadnoks attempted to capture her, but the major soon found himself facing the bad end of a sharpened stick. He was saved by Zartan pretending to be Flint, but as Lady Jaye saw through the ruse and killed Zartan, he probably wasn't safe for long. The Iron Fist

Transformers vs. G.I. Joe

When G.I. Joe stormed a Cobra hideout, Major Bludd was one of the many terrorist operatives taken into custody. He surrendered after having received several bullet wounds to his arm and face. The Golden Boys He was eventually busted out of Blackwater Prison, alongside the twins Tomax and Xamot, by Cobra Commander Everybody Hates Metroplex who went on to lead Major Bludd and the others in a chaotic brawl against the Joes and Optimus Prime near the United Nations building. When Billy brought a bloodied and defeated Snake-Eyes to Silent Castle as a gift for Cobra Commander, Major Bludd was among those present, rejoicing over the ninja's defeat. But Snake-Eyes sprang back up, ready to fight, and Major Bludd took up arms against him. Pax Megatronus When Earth was seemingly destroyed by Cybertron, Cobra Commander's loyalists were encased within Koh-Buruh-Lah and brought to the alien planet. Earth: R.I.P. Arriving at a Terrordrome, Major Bludd watched as Cobra Commander killed the Crimson Guard who'd been impersonating him and took back control of Cobra. Transformers vs. G.I.
