While the Autobots rest easily at Metropolis and gather energy for their needs, the Decepticons in the Underground stir and begin to rise up in revolt.
Synopsis
Optimus Prime oversees activities at the Autobots' headquarters in Metropolis, as status updates come in from multiple universes. Wheeljack reports a small disturbance in the "33-HM Spacetime", so Prime has Ironhide dispatch Bumblebee to get the situation under control before it poses a danger to the universe's inhabitants. Optimus notes that they have not yet received their report from Hot Rodimus, who has been investigating the "24-BW Spacetime", and while Wheeljack tries to get in touch with him, Ironhide announces that he is ready to go after the youngster and help him finish his job properly. Though amused at the prospect, Optimus reminds Ironhide and Wheeljack that their surveillance duties are just as important the jobs being carried out by the 'bots out in the field, as both tasks are key to retrieving the surplus universal energy SARA needs to function. Though the two 'bots return to their work with increased vigor, Prime himself is secretly worried, recalling the trouble caused in the past by another Transformer, now banished to the subterranean Underground...
In Underground, that very Transformer, Megatron holds a rally in the central plaza, whipping the exiles and outcasts into a frenzy, calling for them to rise up against the Autobots of Metropolis to claim the power of SARA and her rich flow of energy for themselves. Watching the speech from the shadows at the side of the stage, Starscream compliments his leader on his speech, but Megatron, aware of the ulterior motives that Starscream's flattery hides, dismisses his words and turns his attention back to the crowd. At Megatron's order, the newly-christened "Decepticons" transform and head for Metropolis!

Notes
Transformers references
- Cloud World Autobot agents are described as travelling to "24-BW Spacetime" (第24BW時空) and "33-HM Spacetime" (第33HM時空). One assumes they refer to the episodes "Before the Storm" (the 24th episode of Beast Wars) and "Duel on the Asteroid" (the 33rd episode of The Headmasters), respectively. Both episodes do involve unusual or significant energy surges; one given off by the arrival of the alien disk in the former, and the huge explosion that destroys the asteroid Juno in the latter. The terms were originally formatted as "HM33 Spacetime" and "BW24 Spacetime" in earlier revisions of the story.
