Lockdown (Animated)

Lockdown is a Decepticon in the Transformers Animated continuity family.

Let's hope that he fares better.

Loyalty? What's that? Lockdown is all about the hardware, baby. And while Megatron has the weapons and functions he wants, he's going to stick around with him. That's the only reason he's a Decepticon, Megatron's plans of conquest just don't interest him.

Lockdown is a bounty hunter by trade, and loves his work, which is possibly why he's so good at it. He's traveled the entire universe with his job, tricking himself out with more and more tools and ordnance as he goes.

Presumably he has some level of technical aptitude, at least enough to have a workshop, as that's where the trophies from every target he's ever claimed are displayed.
