Yellow Rampahe in ROTF movie

Could SS Skipjack supposed tonrepresent the yellow Rampahe that combiner to form Devastator in ROTF. SS red Rampage's bio also doesn't refer to him combining to form Devastator, it only mentions his scene of fighting Bumblebee.
