Besides being the most politically incorrect building of the 1930s, the Psychopathic Institute for the Long-Term Insane was where Archibald Amundsen Witwicky spent the rest of his life.

At some point, Captain Witwicky was moved from the (more politcally correct) Boston Secure Hospital to the PILTS in Baton Rogue. His psychiatrist was Doctor Curtis. He was often forced to be restrained in isolation, and his medication rarely worked.
In 2003, some sixty five years after he died, Bumblebee, having Shwiggled his his claims on seeing an "Ice Man", went to the institute, which he found abandoned.
From all the decay, damage, and abandoned medical equipment, it looks like something bad went down there. Prime Directives
