Simmons works as ground control personnel at the Battle Creek Airforce Base. We don't know much else about him other than General Macadam is his superior.

At the Battle Creek Airforce Base, Macadam oversaw the launch of the automated stealth bomber Wraith-X. Simmons confirmed that it was ready to go. The instant it launched, Starscream attacked, hacked the plane, and sent it to destroy Detroit.
