Walker was building a new road when a flash flood trapped him and policeman Hunter. They soon received aid in the form of the Rescue Bots Chase and Boulder. When Chase found that the mud was too soft for him to cross, Walker suggested Boulder make a makeshift ramp out of a piece of sheet metal, and Chase successfully jumped the river. The two Rescue Bots provided a rope which Walker was able to use to cross the flood to Boulder. After Chase and Hunter were washed downriver by a freak wave, Walker helped Boulder effect a rescue. The four of them went to Prime Fire Station, where Walker and Hunter accepted an invitation from Optimus Prime to join the team, and Walker became Boulder's partner. Rapid Rescue

Walker Cleveland comes packaged with the "Rescue Saw" vehicle, which features a pair of saw blades that spin when a button on the side is pressed. When the central turret is lowered, a handle automatically springs out of the base of the vehicle, transforming it into a hand-held rescue tool that either Walker or Boulder the Construction Bot can wield.

A redecoed version of Walker was released in the second wave of Rescue Bots human figures, now packaged with the Jackhammer vehicle, which features a button-activated "hammering" action and transforms into a rescue tool for Walker or Boulder.
