After-the-fact names

I have been unable to locate any policy on the matter, so could you either link me or explain to me why some characters and concepts do get to be retroactively named (Nemesis (G1), Victory (G1), Lancer, Greenlight, Semper Tyrannis, etc.) while Kiloton does not?
