Theodore Allen is a human in the Movie continuity family.

Theodore F. Allen is the fourty-fourth President of the United States, at least in a parallel universe where Megatron captured the All Spark.

And let me tell you, you'll really wish it was Obama in charge...

Titan Magazines

Allen was the Vice President in the pre-occupation administration.

Following the liberation of America, he became the de facto leader of the government and held decidedly anti-Transformer views. To him, both sides had launched a covert invasion of Earth that led to the conquest and devastation of America, and he did not trust the Autobots to have America's best interests at heart. As a result, he turned down Tom Banachek's requests to open dialogue with the robots. Transformers Comic issue 14

Despite this, when NATO forces—with their commander under Decepticon mental control—began firing on the Autobots at the Savannah civilian shelter, Allen contacted NATO to have the attack called off to avoid human casualties.

Following this, Allen was officially made the President of the nation. At some point, however, he'd been implanted with a Decepticon control chip... Transformers Comic issue 15

The All Spark-caused techno-organic apocalypse forced Allen into dialogue with Optimus Prime. Made aware of the threat to Earth, Allen tasked Sector 7 to keep a lid on this so Humanity didn't lose all morale. Transformers Comic issue 16 The threat left him pissed off with the Autobots, however, when their promised team of specialists turned out to be unable to stop the crisis and Optimus needing to be pushed into working with human geologist teams. Transformers Comic issue 17

The Decepticons then had him summon Mikaela Banes to the Oval Office so she could have a chip implanted in her head, giving the Decepticons access to the Autobots... Transformers Comic issue 18

That resulted in a Decepticon conquest of the six hundred square miles around the Autobot base Transformers Comic issue 20 and when the Autobots returned to Earth, Allen set up a one-on-one meeting with Optimus so as to lure him into an ambush by a hired gun. This failed and Allen denied ever setting up the meeting, which shockingly the Autobots didn't believe. Transformers Comic issue 21

Trivia

  • It's not yet clear how whether Theodore Allen's control chip was activated just recently, or if he's been directly under mental control for some time.
  • Allen inherited the Presidency but has not been elected. Of course, since the 25th amendment to the Constitution states that the Vice President officially becomes President upon the death, resignation or removal of the prior President, it's legal.
