Director Galloway know he isn't the smartest, strongest or bravest like the men and women of NEST. He's a bureaucrat, and a damn good one. And if he can't be fighting on the front lines, then by gum he's going to do everything in his power to make sure that the ones who are have all the support they deserve.

Galloway is the kind of bureaucrat every soldier prays for, possessing the steadfast character to represent their interests, to go to bat for them and if necessary, lay his job (and neck) on the line.

Yessir, that's exactly what Shattered Glass Galloway would be like.
