Featured Characters

I assume the featured characters skips over 5-9 to represent those five generic Decepticons the Wreckers attack, but there's also a sixth nameless Decepticon who reports to Turmoil (all the other generics appear after the named characters, so their numbering doesn't matter). As it stands, there's also two characters numbered 16. Is it standard practice to include unnamed characters with no dialogue in the numbering?
