Jeff is an astronomer who works at an observatory and apparantly is a friend of Chip Chase.

Jeff and Chip Chase tracked a meteor that was headed for Earth. When he wasn't able to collect any data regarding it, the astronomer voiced his concerns that the meteor could pose a threat. War of the Dinobots
